Pace in New york

New York was one of the first states to authorize PACE as a Medicaid plan option in the late 1980s when the program was introduced as a federal demonstration. Today, PACE is permanently authorized by amendments to both Titles 18 and 19 of the Federal Social Security Act.

New York is one of the select states offering the PACE program and has multiple programs in operation across the state. State policy outlined in the New York State Dual Eligible Integrated Care Roadmap explicitly states the goal of expanding enrollment opportunities to PACE, which has led to accelerated enrollment and heightened interest in PACE operation by potential sponsors.

  • PACE Eligibility Requirements:

    • Must be 55 and older.

    • Require nursing home level of care, including more than 120 days of community based long-term care services. You also must be able to live safely with supports in your own home.

    • Receive Medicaid and/or Medicare benefits. If you’re not eligible for Medicaid and would still like to enroll, you must be able to pay either directly or through alternative insurance for Medicaid covered services.

    • Must live in a PACE service area. Please check our members page to check if there is a PACE Center near you.

    For Veterans, PACE enrollment is covered be the VA.

    • The NYS PACE Alliance acts as a “GPS” for prospective PACE programs, helping to navigate the state-level PACE application process, which is undergoing a redevelopment in New York.

    • The Alliance can offer advice and guidance to potential applicants on specific components of program development ranging from capitalization, legal structure, market assessment, and model of care development, to name a few, and overall help prospective sponsors overcome potential barriers related to state-specific rules and regulations that may arise along the way.
